What the BPAPM is
Carleton describes the BPAPM as a degree about how governments, institutions and organizations shape public life. You study issues such as climate change, inequality, housing, education, health care and global affairs. Courses mix public policy with political science, economics, law and history.
Carleton says it is the only Bachelor of Public Affairs and Policy Management in Canada. The program sits in the Arthur Kroeger College of Public Affairs, part of the Faculty of Public and Global Affairs. Being in Ottawa puts you near much of the country's policy work.

Course requirements
You need an Ontario Secondary School Diploma with at least six Grade 12 courses at the 4U or 4M level. Carleton's requirements tool lists no specific prerequisites for the BPAPM. Grade 12 English 4U is recommended for every Carleton degree. Grade 12 co-op work experience credits do not count toward your six.

The average you need
Carleton's requirements tool shows a cut-off range of 80 to 82% for the BPAPM. That range applies to your overall average. Carleton sets the required average each year, program by program. All programs have limited enrolment, and admission is not guaranteed.
The conditional-offer page is a separate measure. For 2027-2028, a student holding a BPAPM conditional offer needs an 80% overall average in final grades to keep it. Carleton must get final grades by August 15. If you fall short, it withdraws the offer and may suggest another program.
The calendar says 70% is normally the minimum to be considered, and cut-offs may be much higher. Carleton does not publish an admitted average or an acceptance rate for the BPAPM. Aim for 82% or more, and check your number with our Top 6 average calculator.

Supplementary requirements
The BPAPM has no supplementary application, essay or interview on Carleton's requirements tool. The extra applications in this area are for scholarships. The Prestige Scholarships need an application and a reference letter by March 1.

Specializations and the language rule
Before second year, every BPAPM student registers in a specialization. The 2026-27 calendar lists four families: Communication and Policy Studies, Development Policy Studies, International Policy Studies, and Public Policy and Administration. Each has streams, such as Security and Intelligence, Economic Policy, Social Policy and Indigenous Policy.
The admissions page describes the same idea a little differently. It lists three concentration areas: Development and Human Rights, International Policy, and Public Policy and Administration, plus a Combined Honours with Communication and Media Studies. Confirm the current list with Carleton before you plan around one stream.
Every student must also meet a French language requirement before graduating. You can pass FREN 1100, pass the DELF B1 exam, or show the same level through a Department of French placement. If you use FREN 1100, it takes one of your elective credits.

Core courses and first year
Core courses run through all four years. They start with PAPM 1001, Policy: Analysis, Implementation, and Evaluation. Later come foundations of political thought and economic thought, policy research, a policy seminar and a capstone seminar. Everyone also takes PSCI 2003, Institutions and Power in Canadian Politics.
In first year, Kroeger Policy Connects helps students meet organizations doing policy work in the Ottawa area. You can also add an international exchange of one or two terms at a Carleton partner school.

Co-op
You can apply for co-op straight from high school. You must meet the cut-off average, which may be higher than the minimum, and be a full-time BPAPM Honours student. Carleton warns that the job market may limit co-op spots.
To start work terms you need 5.0 or more credits, COOP 1000 and an overall CGPA of at least 9.00. You must keep that CGPA for the whole degree. You complete three work terms, with PAPM 3999 as the work term course. Carleton says placements can include a federal department, a non-governmental organization or a private company.

Dates for Fall 2027
Ontario high school students apply on OUAC by January 15, 2027 for the fall term. Within five days you get an email with your Carleton applicant number. You track your file in Carleton360.

Tuition for 2026-27
Carleton's 2026-27 Ontario fee table lists the BPAPM at $9,237.66 for first year and $9,227.20 for each later year. That is fall plus winter at 2.0 or more billing hours per term, with compulsory fees and the U-Pass included. It is higher than Carleton's Bachelor of Arts, listed at $7,624.02 for first year.
Our estimate, not Carleton's: four years at these 2026-27 rates come to about $36,919 before books, housing and later increases. Co-op fees are extra.
Scholarships for BPAPM students
Carleton offers up to 10 Arthur Kroeger College National Scholarships to students entering the BPAPM. Each is worth $2,000 and is added to other entrance awards. Two students are chosen from each of five regions: Atlantic Canada, British Columbia and Northern Canada, Ontario, the Prairies and Quebec. The minimum admission average is 90%.
Carleton also automatically considers fall entrants with an 85% average for a renewable Entrance Scholarship. Up to 15 students from the House of Commons Page Program get a $1,000 scholarship. See our Carleton financial aid guide.

For parents
This program asks for no particular courses, but its range sits well above the 70% Carleton normally needs to consider an applicant. That puts the weight on your child's overall Grade 12 average. A steady 80s average across six courses matters more than any one subject.
Co-op asks for a 9.00 CGPA, which is a B+ on Carleton's scale. Careers listed by Carleton include public service, policy analysis, diplomacy, consulting, law and work with non-governmental organizations.
