Memorial's reputation as Canada's cheapest university belongs to a tuition schedule that no longer exists. Memorial announced a restructured framework in July 2021, effective fall 2022, with three pricing tiers and a four per cent increase applied every fall through fall 2025. Its own undergraduate page now claims only affordable tuition rates in Canada — not the lowest. Here is what the published rates actually are.

The most misreported Memorial fact
Out-of-province Canadians pay the same $225.00 per credit hour
Memorial's undergraduate rate table lists $225.00 per credit hour for Newfoundland and Labrador residents and $225.00 per credit hour for other Canadian citizens and permanent residents — the same number. The provincial differential survives only in the closed 2021/22 grace-period rates, where N.L. residents pay $100.00 and other Canadians $130.00. For anyone applying for a 2027 start, residency in Newfoundland and Labrador changes nothing about the tuition line. That makes Memorial unusually flat compared with most Canadian provinces, and it is the single fact most often reported incorrectly on third-party sites.

Unlike most universities in this library, Memorial publishes an explicit tier table. The award is calculated on the early admission average — the best grades in a mathematics course, a science course, and an English course at Level 2 (Grade 11) or Level 3 (Grade 12), completed by the end of Level 2 — and it is guaranteed at the time of early acceptance regardless of whether the final average lands higher or lower. Domestic applicants must apply for admission by March 1 of their high-school graduation year to be considered.

Values sit on the individual award pages, not the index.
The scholarship clock runs on Grade 11, and it does not renew
Two details do most of the damage here. First, the Transforming Our Horizons average is built from courses completed by the end of Level 2 — Grade 11 — so the decisive grades are already in the transcript before most applicants start thinking about scholarships. Second, Memorial states plainly that the program is not renewable: to be considered for scholarships in your second year you must achieve scholarship standing in your first year. Budget the award as a one-year, first-year amount rather than a four-year package. Most other Memorial awards need no separate application at all — the scholarships hub states they are granted automatically on academics and academic-unit recommendations.
Framework effective fall 2022
What changed in Memorial's tuition framework
Memorial announced a restructured tuition schedule in July 2021, effective fall 2022, establishing three pricing tiers and a four per cent increase implemented every fall to the domestic and international rates from fall 2022 through fall 2025. New students starting fall 2022 paid $600 per three-credit course as N.L. or other Canadian students and $2,000 per three-credit course as international students. The PharmD program carried separate rates and the Faculty of Medicine was excluded from the framework entirely.
This is why the old cheapest-in-Canada framing no longer holds — the pre-2022 rates belonged to a schedule that has been replaced.

The 2026/27 tuition freeze
Memorial's tuition-fees page states that per-credit tuition rates for 2026/27 are frozen at 2025/26 rates as per the Government of Newfoundland and Labrador. The four per cent annual increases that ran from fall 2022 were suspended beginning fall 2026.
