Windsor tuition, the entrance scholarship ladder, and the border rate
Windsor publishes no static 2026-2027 tuition table. It routes every applicant to a fee estimator instead. What it does publish is the 2025/26 approved schedule and the Board-approved 2026/27 increases — enough to plan against precisely, without inventing a number.

The UWindsor Tuition Guarantee covers this. It locks the undergraduate rate for 15 terms in a row. It does not include incidental fees.
US Good Neighbour Rate
This is a reduced rate for U.S. citizens in an undergraduate program. You must supply a valid study permit. It is clearly excluded from the tuition guarantee because it is already reduced.
The border, priced
Windsor charges American students their own rate
In Windsor's fee estimator, the US Good Neighbour Rate is a separate category. Domestic Ontario, Domestic out-of-province and International are the other categories. To qualify, you must be registered part time or full time in an undergraduate program. You must be a U.S. citizen. At the start of your first semester, you must give a valid study permit to the International Student Centre. Renewals are as granted. Incidental fees, residence and meal plan charges are not included. They are charged in Canadian dollars. The UWindsor Tuition Guarantee is not included either. It clearly leaves out US Neighbour students because the rate is already reduced. Windsor does not publish the dollar rate anywhere. The answer page points you to the estimator.
The automatic entrance scholarship ladder
No application is needed. Windsor calculates the award from your best six Grade 12 U/M courses (Grade 12 university (U) or university/college (M) preparation courses) available May 1. Co-op courses are excluded. This is for students entering directly from secondary school with no prior post-secondary attendance.

The gap between 89.99% and 90% is $9,000. Nothing else in a Windsor applicant's Grade 12 year is worth that much per percentage point. Both renewable awards require full-time registration in two semesters per year. They also require a minimum scholarship average of 85% at the end of each two terms. That standard is materially harder at university than in high school.

The automatic entrance scholarship ladder

Windsor publishes an automatic Open Entrance Scholarship ladder based on your average. It is for students entering directly from secondary school. Blue and Gold Level Support is $1,000 at an 85% to 89.99% average. It is paid as $1,000 across one term and is not renewable. Dean's Level Support is $10,000 at 90% to 94.99%. It is paid as $1,250 across eight terms and is renewable. President's Level Support is $16,000 at 95% to 100%. It is paid as $2,000 across eight terms and is renewable.
The cliff between 89.99% and 90% is $9,000. No other decision in a Windsor applicant's Grade 12 year is worth that much per percentage point.

How the scholarship average is calculated

Windsor bases the automatic entrance scholarship on your best six Grade 12 U/M level qualifying courses or their equivalent. It uses interim and final grades available in May. To be eligible, you must register full-time in the academic year right after high school graduation. You must have no previous attendance at post-secondary educational institutions. Co-op courses are excluded from the calculation.
Grades available in May decide the award. A strong final semester that posts in July can lift your admission average without lifting your scholarship tier.

Keeping the renewable awards

The Dean's and President's Level awards are renewable across eight terms. This happens only if you register full time for 2 semesters within an academic year. You must also maintain a minimum scholarship average of 85% at the end of each 2 term study.
An 85% university average is a materially harder standard than an 85% high-school average. Treat the $10,000 and $16,000 headline figures as maximums, not as money already banked.

Awards beyond the automatic ladder

Windsor also lists application-based awards for first-year entering students. These include a Specialist High Skills Major Scholarship of $1,000, FIRST Robotics and Skills Competition scholarships, and UWindsor special event awards. They also include the Outstanding Scholars program, athletic scholarships of up to $5,000, and Law- and Education-specific awards. The application deadline for most entrance awards is April 30.
April 30 sits after most Ontario offers land and before the June residence deadline. Put it in the same calendar block as your offer acceptance.

International entrance funding

Windsor's international page publishes a Global Lancer Scholarship. It gives up to $24,000 over four years. It is for qualifying international undergraduates. The entrance-awards page states that the Open Entrance Scholarship Program includes U.S. and international students. These students study in Canada or abroad. It also includes visa students entering directly from a Canadian high school. It also includes CEGEP (a Quebec college most Quebec students attend before university) students. These students have completed two years of study.

Windsor does not publish a tuition table

There is no first-party Windsor page that lists undergraduate tuition rates by program. Windsor routes every applicant to its Tuition Fee Estimator, which states that the fees calculated are per term and covers four rate categories — Domestic Ontario Residence, Domestic Outside of Ontario province, International, and the US Good Neighbour Rate — across Arts/Humanities/Social Science, Visual Arts and Built Environment, Business, Commercial Aviation Leadership, Computer Science, Concurrent Education, Economics, Engineering, Human Kinetics, Nursing, Science and Social Work. Run the estimator for your exact program and status rather than trusting any published summary.
The estimator page carries Windsor's own warning. Fees may change for the Fall 2026 term. The page should only be used as an estimate for the fees in the future. Any tuition figure you see quoted for Windsor on a third-party site is not sourced from a public Windsor rate table. Windsor does not publish one.

A 2025/26 Tuition Fees: Undergraduate schedule is in Windsor's Academic Policy Committee package of April 10, 2025. It gives per-semester domestic rates. Engineering is $5,609.50 in years one to three and $4,664.55 in year four. Business is $5,179.00 in years one to three and $4,298.80 in year four. Computer Science is $4,512.15 in year one, $4,469.15 in year two and $4,426.60 in years three and four. Education is $3,410.70. Concurrent Education is $3,054.05. Human Kinetics, Science excluding Computer Science, and Social Work are $2,985.95. All other programs are $2,899.90. Law and the Dual JD are $10,891.00.
These are per-semester figures, so double them for a Fall-and-Winter year. Note the fourth-year discount in Business and Engineering — the total four-year cost is lower than four times the year-one rate.

The approved 2026/27 increases

Appendix B of Windsor's Board of Governors package of May 26, 2026 sets the approved 2026/27 tuition changes. Domestic Ontario undergraduate tuition rises 2% in both first and upper years. It is described as government regulated. Out-of-province domestic rises 5% for Business, Computer Science, Engineering, Law and the Dual JD, and Science excluding Computer Science. All other programs are at 2.5%. International first-year rises 5% for Engineering, Business and Nursing, 0% for Computer Science, and 3% for all others. Returning international students are held at 0% because they are covered by the tuition guarantee.
Apply the approved 2% to the published 2025/26 domestic Engineering rate. That gives roughly $5,721 per semester for 2026-2027. This is arithmetic from two published Windsor documents. It is not a figure Windsor prints. Run the estimator for the number you will actually be billed.

What Windsor says the rest of the year costs

Windsor's most recent published cost-of-attendance figures are in its 2023-24 Common University Data Ontario return. Room and board on campus is $12,514.00. Books and supplies are approximately $1,500.00. Transportation for off-campus students is approximately $320.00. Other expenses are approximately $2,000.00.
Windsor publishes no 2026-2027 total cost-of-attendance estimate. You can build your own from the residence rate, the mandatory meal plan, tuition from the estimator, and the ancillary schedule.

The same scholarship is advertised at two different sizes

The Student Awards page says President's Level Support is $16,000 and Dean's Level Support is $10,000. Those totals cover eight terms. The future-students recruitment page says the same awards are $4,000/year and $2,500/year. It says they are renewable over 4 years. The numbers match exactly. The entrance award regulations confirm the Dean's award is paid in $1,250 installments each term. But a reader on one Windsor site sees a figure four times larger than a reader on the other.
When you compare Windsor's offer against another university's, compare per-year against per-year. The regulations state renewable awards may be received for a maximum of four academic years. That is the same as eight semesters.

How the renewal average is recalculated each year

Windsor's entrance award regulations set out exactly which grades carry each installment. Installments 1 and 2 use the top six Grade 12 U/M courses used to calculate the admission average. Installments 3 and 4 use the top six courses from semesters one and two. Installments 5 and 6 use the top twelve courses from semesters one through four. Installments 7 and 8 use the top eighteen courses from semesters one through six. Awards appear as anticipated aid before the term fee deadline. They are paid after the financial drop date.
Windsor publishes the 2025-2026 regulations only; a 2026-2027 version was not found. The May scholarship offer is described as final and will only change if the average increases for courses completed by June 30.

Windsor's pages disagree about whether internationals get the ladder

The Student Awards FAQ states that the automatic entrance scholarship pool includes Canadian citizens. It also includes permanent residents. It also includes U.S. and international students studying in Canada or abroad. It also includes visa students entering directly from a Canadian high school. It also includes CEGEP students who have completed two years of study. The entering-students page presents the same ladder under a domestic framing. The International Student Centre lists separate International Student Entrance Awards. These are made at the time of admission. No additional application is required.
If you are an international applicant, email award1@uwindsor.ca. Ask in writing which stream your offer falls under. Do this before you compare Windsor's funding against another university's.

Need-based aid and work-study

Windsor's in-course bursary requires both a completed UWinAward Profile in UWinsite Student and a completed government financial aid application. The deadlines are October 15 for Fall and Winter, January 31 for Winter-only, and June 30 for Intersession and Summer. The Student Access Bursary is automatic on submission of the first need-based profile. Its application date is October 15 for Fall and Winter. Funds are credited on or before December 5. The Ignite Work Study Program for Fall 2026 and Winter 2027 opened August 14, 2026 and closes October 26, 2026. It requires a cumulative average of 60% or higher. It caps on-campus work at 24 hours per week.
Ignite needs a 60% course load for domestic students. For international students, it needs an 80% course load. International students also need an approved study permit and a valid Social Insurance Number. Windsor publishes no dollar values for the in-course bursary or hardship assistance.

International bursaries with published values

Windsor publishes a Global Conflict Relief Bursary of $10,000. It gives ten awards for 2025-26. It opens August 1 and closes October 15. Windsor also publishes a University of Windsor International Student Support Bursary of $1,000 per academic year. It is for undergraduates in years two to four who have temporary unexpected financial difficulty. There is also an Emergency Relief Fund.
The Global Lancer Scholarship is named at up to $24,000 over four years. But its average bands, renewal condition, and eligible programs are not published. Its dedicated pages return 404.

They include a Lancer Sports and Recreation (Toldo Lancer Centre) Fee of $72.35. They include a UWSA Drug and Dental Plan of $425.00. They include a UWSA Transit Windsor UPass of $153.03 for first-year and new students. They include a First Year Transition Support Fee of $79.31 assessed in the first semester only. They include a Textbook All-Access Fee of $18.50. The ISC OHIP-equivalent health plan for international students is $875.58 for single coverage.

They are $4,000.00 for international course-based graduate programs. They are $4,000.00 for the domestic Master of Management and Medical Biotechnology. They are $475.00 for residence.

The UWindsor Tuition Guarantee

Windsor guarantees the tuition rate for all international students for a fixed number of terms. Undergraduates get 15 consecutive terms. Research-based master's students get 9. Cohort-based master's students get four terms, with a fifth at a per-course rate if required. PhD students get 18. It excludes students on the US Neighbour rate, because it is already a reduced rate. It does not include incidental fees.
Fifteen terms is five academic years of three terms. The guarantee covers tuition only — ancillary fees, the health plan, residence, meal plans and co-op fees all still move.

The US Good Neighbour rate

Windsor operates a separate US Good Neighbour tuition rate for American undergraduates. It appears as its own category in the Tuition Fee Estimator. The other categories are Domestic Ontario, Domestic out-of-province and International. To qualify you must be registered part time or full time in an undergraduate program. You must be a U.S. citizen. You must provide a valid study permit to the International Student Centre at the beginning of your first semester. You must offer renewed permits when granted. Incidental fees, residence and meal plan charges are not included. They are charged in Canadian dollars.
Windsor does not publish the Good Neighbour dollar rate anywhere. The answer page says only See the Tuition Fee Estimator for current rates. This is the clearest financial expression of the border. A Detroit-area student pays a reduced rate. That rate is explicitly excluded from the international tuition guarantee.
