When your OUAC choice order matters for Fall 2027
For Fall 2027, OUAC choice order usually doesn't decide admission, but published university exceptions matter. Waterloo says it assesses choices equally. Carleton considers its highest ranked program first, and U of T Engineering can consider ranking. Put your genuine preferences first, then check each university's program rules.

Key facts

- OUAC's Ontario-school handout says order does not affect admission or scholarships unless a university states otherwise.

- Carleton's internal program order and Toronto Engineering's ranking factor are different exceptions.
- Keep alternate routes separate
- A Waterloo Engineering alternate is selected in the applicant portal, not by adding another Engineering OUAC choice.

Read the number as a preference, then look for an exception
Start by putting the degree you'd most like to study ahead of degrees you prefer less. The OUAC handout for Ontario high school students gives the general rule: choice order does not affect admission or scholarship consideration unless a university says otherwise. That exception belongs in your planning. A rule that applies to one faculty may have no role at another school.
Keep using the current Undergraduate Application. UTSC's Ontario-school instructions name it for both Group A current students who meet its criteria and Group B recent graduates. The OUAC Group A and Group B guide covers the full comparison and the older 101 and 105 terms. Use the OUAC application help guide for the broader account and submission process. Here, your task is narrower: check what a numbered choice means to the programs on your list. Write the answer beside each choice.

Waterloo separates OUAC order from an Engineering alternate
Waterloo says it examines each application equally, wherever you rank it. If you apply to several Waterloo programs, you receive a decision for each. Moving Waterloo above another university does not change that stated rule. Its general limit is three Waterloo programs, with a separate restriction of one Engineering program on the application.
Engineering then has another preference process. You select an alternate through its applicant-portal form. The faculty aims to fill programs with first-choice applicants and considers alternates only when space remains. Software Engineering and Biomedical Engineering cannot be alternates. Architecture is separate and can be another OUAC choice. These rules concern the Engineering discipline you select. They don't reverse Waterloo's statement about its position in your overall OUAC list. Read the Waterloo Engineering requirements guide and Waterloo program chapter before choosing the discipline you would study.

Toronto Engineering publishes a limited ranking factor
U of T Engineering gives a different answer. Its FAQ says applicant choice is one factor among many. When limited spaces are available for applicants who are equally competitive, it gives consideration to people who list Engineering among their top choices. That is a reason to take your stated preference seriously.
The answer does not define top choices as a numbered group, and it doesn't say every applicant must put Engineering first. The FAQ states neither rule. It also doesn't turn one faculty's policy into a requirement for every U of T campus or degree. Ask the faculty if your situation needs clarification. The Toronto university hub can help you identify the exact faculty. Keep its application deadline guide beside the ranking note, because a preference cannot complete an unfinished application.

Carleton uses the order among your Carleton programs
Carleton says the rank of your program choices is important. It considers the highest ranked Carleton program first, while assessing all your choices. If you qualify for that first choice, it issues an offer for that program. This is a rule about which of your Carleton degrees comes first.
It isn't a published demand to place Carleton above every other university. Read the distinction carefully if you're comparing Commerce with Engineering or Arts at Carleton. The offer includes the status of other choices. Another offer can depend on both eligibility and space. A program that fills may no longer be available even if you were eligible earlier. Put the course you'd actually prefer above your other Carleton entries. Use the Carleton program chapter to compare them, then keep the Carleton deadlines with any required extra materials. If the order on your saved list no longer reflects your goals, review it before you apply. A conversation with your family can help you spot a program that stayed high only because it was your first idea. Keep the final preference yours.
Brock and Ottawa show two more kinds of exception
Brock's section in the Fall 2026 Guidance Dialogues Resource Guide says it considers the highest listed Brock program first. If you're ineligible, it considers later choices in your stated order. You may hold only one Brock offer at a time. Rank your Brock programs by the degree you want, rather than counting them as offers you'll necessarily hold together.
Ottawa's section says ranking has no impact on admission, but could be considered for students on a waitlist. Keep that qualification attached. It does not make every Ottawa application a first-choice contest. Both statements come from the current guidance publication, with no separate year on those paragraphs. Confirm them for Fall 2027. The Brock university hub and Brock application dates can help you plan the rest of that choice.
Guelph's admission answer has its own scope
Guelph's applicant FAQ says program ranking does not affect admission decisions. It considers each application equally. There is no reason in that answer to move Guelph above a degree you prefer elsewhere simply to signal interest. Choose the program order that reflects what you want to study.
That answer covers admission only. This particular FAQ does not settle whether every residence process or award has its own preference rules. Research those separately through Guelph residence information and Guelph financial aid. An admission ranking, a housing preference and a funding application can ask different questions. Save the instructions for each task instead of using the word ranking as if it always means the same thing. You'll then know which order you're changing and why.
Submit an actual change instead of leaving an edited draft
The OUAC editing handout says Ontario high school applicants can change program choices after their fees are received and processed. It also says you must complete Review and Payment for the universities to receive changes. Editing a field and leaving the application is not the completed submission described in those instructions.
Check the receiving university's deadline before you replace or add a choice. Guelph's current FAQ gives April 15 for equal consideration of program changes, but that line does not print a year. Treat it as guidance to confirm for 2027. Ask before changing a program that already has an offer, since the OUAC handout limits edits to program details in that situation. Keep the confirmation of your submitted change and check your university messages. A new order should be a deliberate choice with a clear record, not an unfinished edit made in a hurry.

Use the degree and your budget to decide your real preference
When a school asks for preference, use more than the university's name. Read the first-year course list for each degree. Decide whether you want that subject and study route. For Waterloo Engineering, the faculty says to apply to the discipline you're most interested in, rather than the one you think is easiest to enter.
Then compare costs using the same living plan. Look at the Waterloo residence chapter or Toronto residence chapter where relevant. Use the Canadian application-fees guide for the wider fee comparison. Talk through the budget with whoever will help pay. A program should keep its place because you would attend it, meet its subjects and can plan for its costs. Changing a number cannot repair a degree choice that doesn't suit you. For each entry, write one reason you would accept it and one question that still needs an answer. A course name, work option or travel limit gives that note more value than a claim that the school should see how keen you are.

Keep each rule's year and the university exception together
The OUAC application handout prints 2027 dates, but its editing handout and several school ranking answers give no year. The Resource Guide is a Fall 2026 guidance publication. A current page isn't a fixed Fall 2027 promise, so check each date's year in the table.
The rules described here come from OUAC's PDFs and the named university pages. Before submitting or changing choices, reopen the relevant official instructions. If two answers seem to differ, ask about the specific faculty and kind of ranking. Save the reply with your program list rather than stretching a general rule to cover an exception.
