University vs college in Ontario: credentials, costs, transfer and how to apply
Ontario has 23 public universities and 24 public colleges. Universities give bachelor's degrees, usually in three or four years. Colleges give certificates, diplomas and some applied degrees, often in one to three years, and tuition is usually lower. You apply to universities through OUAC (the Ontario Universities' Application Centre) and to colleges through ontariocolleges.ca. The Fall 2027 dates are January 15, 2027 for OUAC and February 1, 2027 for college equal consideration. You can start at college and move to university later.

Ontario's official credential framework sets the usual length of each program.

The difference in plain words
A university program is built around a degree. Most last three or four years and mix theory, research and a major subject. A college program is usually shorter and more hands-on. It leads to a certificate or diploma, and some colleges also offer bachelor's degrees in applied fields.
Ontario counts 23 publicly assisted universities, 24 colleges and 9 Indigenous Institutes. Colleges offer certificates, diplomas, apprenticeships and degrees. Universities offer undergraduate and graduate degrees and professional programs.
Neither choice is a dead end. Many students start at college and move to university, and some university graduates take a college graduate certificate after their degree.

Credentials and program length
The Ontario Qualifications Framework sets the usual length of each credential. A college certificate is two semesters. A diploma is four semesters. An advanced diploma is six. A bachelor's degree is six to eight semesters, and an honours degree is eight or more.
Colleges can offer bachelor's degrees only in applied areas, and only with the Minister's consent after a quality review. So check the credential on the program page, not just the school name.
A graduate certificate is a college program you take after a diploma or degree. It's often one way university graduates add job-ready skills.

What it costs
College tuition is usually lower. ontariocolleges.ca puts the average at about $2,400 a year for a diploma, $3,600 for a graduate certificate and $6,100 for a college bachelor's degree. It also lists about $800 in ancillary fees and $1,300 for books and supplies. Those averages carry no year, so treat them as the latest available.
University costs vary more by program. Carleton lists $7,580 to $14,515 in tuition and compulsory fees for Ontario residents in 2026-2027. U of T Scarborough lists $10,220 to $11,220 in first-year core fees for domestic Ontario students in Computer Science.

How to apply: OUAC or ontariocolleges.ca
Universities use OUAC. If you're taking an Ontario high school course, are under 21 by December 31, 2026 and are working toward your OSSD (Ontario Secondary School Diploma), you're a Group A applicant. The Group A deadline is January 15, 2027. OUAC charges $159 for three program choices and $51 for each extra one.
Colleges use ontariocolleges.ca. One $150 application covers up to five programs, with no more than three at one college. Apply by February 1, 2027 for equal consideration. Offers can start on November 1, 2026, and you accept one by May 1, 2027.

Admission requirements are different
University programs ask for an OSSD with six Grade 12 university (U) or university/college (M) courses, plus the program's required courses and a minimum average the university sets.
Colleges set their own rules by program. ontariocolleges.ca says most programs need an OSSD or equivalent, and some add specific courses, tests, portfolios or other documents. Graduate certificates need a prior certificate, diploma or degree.
If you're 19 or older without a high school diploma, you can still apply to most schools. Each school decides what it accepts.

Moving from college to university
Ontario says transfer credit is usually assessed course by course and school by school. ONTransfer.ca lists pathways and course transfers, and says more than 60,000 students have transfer credits on their records.
A pathway agreement can make the move clearer. Waterloo, for example, gives transfer credit in its listed college pathways for courses with at least a B- (70%). Waterloo also says more than 90% of its incoming transfer students come without a pathway agreement.

Paying with OSAP
OSAP, the Ontario Student Assistance Program, helps with both college and university. When you apply, OSAP looks at you for grants and a loan together.
The rules changed for programs starting on or after August 1, 2026. Ontario says students at public colleges and universities now get more of their provincial OSAP as loans rather than grants. Students at career colleges get all of it as loans. Read our OSAP guide before you compare offers.

Start with the career your child wants, then work back to the credential it needs. Some jobs ask for a degree. Others ask for a college diploma or certificate.
Budget for the whole program. Apply to both if your child is unsure, since the two systems have separate fees and dates. Our guide for parents covers the rest of the year.
