Most undergraduate programs accept one of three admission bases: a DEC or equivalent, age 21 or older with relevant knowledge and experience, or a university degree. The exact program can add French, mathematics, second-language, or other conditions. TÉLUQ imposes mastery of French in every program it offers, so an anglophone applicant is choosing to complete a Canadian degree in French.

French is not a preference here — it is an admission condition
TÉLUQ states plainly that it imposes mastery of French in all of its programs of study: « L'Université TÉLUQ impose la maîtrise du français dans tous ses programmes d'études. » Its own English-language entry page at teluq.ca/en carries an English title and footer but publishes its headline, its list of study domains, and its calls to action in French. An anglophone applying here is choosing to complete a Canadian degree in French.
This is the first decision, not a detail to settle later. Every graded assignment, every exam, and every exchange with your tutor will be in French.

The three undergraduate admission bases
For a baccalauréat, majeure, certificat, or programme court at the 1er cycle, an applicant must satisfy one of three requirements: hold a diplôme d'études collégiales (DEC) or the equivalent; be 21 or older with relevant experience and knowledge; or hold a university degree. Graduate admission requires a completed first-cycle degree, and doctoral admission requires a master's. Supplementary conditions in mathematics, French, or a second language can be added by the individual program.

Current published guidance
Whether an Ontario OSSD or a Caribbean CSEC/CAPE profile counts as a DEC equivalent
TÉLUQ publishes the phrase « DEC ou l'équivalent » but does not publish an equivalency table naming specific out-of-province Canadian or international secondary credentials, nor a separate international-applicant admission chart. The only route it states in plain terms for an applicant without a DEC or a university degree is the age-21 basis with relevant experience and knowledge — and some programs quantify that basis themselves, with the Baccalauréat en administration requiring at least six months of work experience in an organisation.
Do not assume an OSSD, CSEC/CAPE profile, or A Levels will be read as a DEC equivalent. Ask the Registrariat in writing before paying the $85 file fee, and be ready to fall back on the age-21 experience basis.

How TÉLUQ tests French, and what happens if you fail
You have one year from your admission date to satisfy the French condition and may be required to sit TÉLUQ's written French test: a minimum 400-word composition, two hours, no reference tools, $77, marked against seven criteria. Passing requires 60% overall and at least 20 of 40 points on the syntax/punctuation and spelling criteria. You are convoked by email as soon as admission is accepted and have 30 days to take it. Fail it — or miss the 30 days — and you must pass FRA 1002 Maîtrise du français écrit (or FRA 3005) within 12 months and before completing half your program credits; no retake of the test is permitted for the next five years.
There is no IELTS, TOEFL, or Duolingo equivalent here, and no English-language alternative. The single sitting with a five-year lockout on retakes is the strictest language rule in this guide.

Exemptions from the French test
TÉLUQ exempts applicants who pass the collegial épreuve uniforme de français (or hold a francophone CEGEP DEC with the 2020 exemption), hold a French baccalauréat under the Entente France-Québec, passed the MES French test used from 1992 to 1997, hold a baccalauréat, DESS, master's, or doctorate from a francophone university it recognises, passed a test it judges equivalent or superior, or passed FRA 1002 or a recognised equivalent. A program director who identifies oral or written gaps can still impose a French course.

TÉLUQ states that it receives admission applications at any time of year for the majority of its programs and for étudiant libre status — « Contrairement aux autres universités, la TÉLUQ reçoit les demandes d'admission en tout temps. » Applying outside a trimester window does not reject you; the file is simply processed for the next trimester. The non-refundable admission fee is $85 for opening, reopening, and analysing a file, paid by Visa or Mastercard. Analysis begins only once every requested document has been uploaded, and TÉLUQ says an official admission decision follows within four to six weeks. You register for your first courses only after receiving the official confirmation, through the MaTÉLUQ portal. A change of program or of status later costs a further $85.

Per-course enrolment: étudiant libre, auditeur, and visiting study
Free-study applicants must still meet the minimum admission conditions of the cycle or the course prerequisites. Étudiant libre at the 1er cycle is capped at 15 credits — five three-credit courses — and yields a transcript but no diploma, and the credits are not counted inside a program; at the 2e and 3e cycles there is no cap. An auditeur may take unlimited courses but completes no graded work, receives no grade, and earns no credit. A student enrolled at another Québec university uses the entente interuniversitaire; a student outside Québec must obtain a letter of permission from their home university before applying.

Placement test for second-language English and Spanish courses
Every new student registering in a second-language English or Spanish course must sit TÉLUQ's placement test, which costs $34.75 and must be completed within five business days of the emailed link. It has three parts: multiple choice, a written production, and an oral assessment by telephone. The test is also required again if the previous TÉLUQ placement is more than two years old or the last second-language course was passed more than three years ago. What the 140-program catalogue actually contains
The programme directory filters by credential — attestation d'études, certificat, majeure, baccalauréat, baccalauréat avec majeure, baccalauréat général, baccalauréat par cumul de certificats at the 1er cycle, then attestation, diplôme de 2e cycle, maîtrise, maîtrise par cumul, and doctorat above it. Everything is delivered by four academic units: the École des sciences de l'administration and the departments of Éducation, Science et Technologie, and Sciences humaines, Lettres et Communication. Study domains include administration, accounting, law, economics, entrepreneurship, finance, human resources, IT management, computer science, communication, education, environment, letters and languages, marketing, management, sciences, social sciences, and pluridisciplinary routes.
There is no medicine, nursing, engineering, law-practice, or studio-art degree here. Short programs of 12 to 15 credits and 30-credit certificates make up a large share of the catalogue.

Every bachelor's program page repeats the French condition
The published admission conditions for the Baccalauréat en administration (cheminement général, 7764), the Baccalauréat en communication (7887), and the Baccalauréat ès arts (7695) all close with the same line: « maîtriser le français. La maîtrise du français doit être attestée par le test de français écrit de l'Université TÉLUQ ou un test jugé équivalent. » Program descriptions, course titles, and course codes are published in French.

The one bilingual degree route — and it still requires French
TÉLUQ publishes a Baccalauréat en administration (cheminement général bilingue français/anglais), programme 7364: 90 credits, B.A.A. with a bilingual-pathway mention, offered under a signed protocol with Athabasca University. Its admission conditions require both mastery of English at advanced II level — attested by TÉLUQ's English test or a pass in ANG 4005 — and mastery of French attested by TÉLUQ's written French test or an equivalent, plus collegial mathematics or the MQT 1001 bridging course.
Read this as bilingual, not as an English-language degree: it raises the language bar rather than lowering it. Athabasca-side courses inside this route are billed at $150 per credit on top of TÉLUQ's own fees.

English appears in the catalogue as a subject, not as a language of instruction across the degree. A bachelor's degree is 90 credits; a certificate is 30; short programs run 12 or 15 credits. TÉLUQ publishes completion limits of up to 5 years for a certificate and up to 10 years for a bachelor's degree, and permits up to 5 trimesters of leave. The baccalauréat par composantes totals 90 credits with a maximum duration of 12 or 15 years depending on the formula, and the maîtrise par cumul totals 45 credits with a maximum of 10 years.

What replaces a timetable: pacing rules
Courses are asynchronous with no fixed schedule, and you choose your own start date inside the trimester. TÉLUQ budgets 6 to 9 hours of work per week for each three-credit course across 15 weeks. Registration takes about 7 business days to confirm, and the course website opens 7 days before the start date. Up to 5 trimesters of leave are permitted, and one four-month extension per course can be bought for $85 through MaTÉLUQ before the official end date.
Six to nine hours a week per course is TÉLUQ's own number. Three concurrent courses is a 20-to-27-hour week with no lectures to anchor it — the reason TÉLUQ names autonomy and perseverance as prerequisites.

Tutoring and encadrement: who you actually deal with
When registration is confirmed you receive an information sheet naming the person responsible for your encadrement in that course, with their contact details and availability. TÉLUQ states that this person makes first contact within the first two weeks of the course, follows your work, answers questions, and supports your learning. Each course website carries a feuille de route guiding the readings, exercises, and assignments. TÉLUQ also publishes program teams supporting students across a whole pathway, and courses are built for distance delivery by multidisciplinary teams of professors, pedagogues, technopedagogues, and web designers.
All of this happens in French, by email, phone, and video. There is no lecture hall and no classmate sitting next to you.

Exams are remote, timed, and proctored
TÉLUQ states that every evaluation is completed at a distance and that no in-person attendance is required. Not all courses have exams; where they do, you receive a convocation four weeks ahead and choose your moment inside a availability period of a few days. To protect integrity TÉLUQ uses télésurveillance on a secure third-party platform run by Solution Nexam and Zoom-supervised exams at fixed times, with audio and video capture of you, your environment, and your screen, and a government-issued photo ID check. Without consent to télésurveillance you cannot register for a course that uses it.

TÉLUQ supports students with physical, sensory, neurological, organic, learning, speech and language, neurodevelopmental, and mental-health conditions. The library maintains rooms in both — local 1120 in Québec and local 12.002 in Montréal. Community, association, and what is absent
TÉLUQ describes an active online community with exchange groups, a student association, and a digital library. The AÉTÉLUQ levy of $25.30 per trimester is payable by everyone admitted to a program or registered in a course by letter of permission or as an étudiant libre, and its group insurance plan costs $125 per four months. TÉLUQ publishes no varsity athletics, no clubs directory, no campus events calendar, and no orientation week — the social side of a residential university simply does not exist here.

TÉLUQ states directly that distance studies do not allow you to obtain a Certificat d'acceptation du Québec or a study permit, and do not give access to a post-graduation work permit or to permanent residence. Some graduate programs can involve time in Québec — TÉLUQ names the doctorat en informatique cognitive as requiring a presence in Québec. The $85 application fee is separate. General, technology, copyright, student-association, materials, shipping, tests, and insurance charges can also apply. For one three-credit course, TÉLUQ publishes $461.21 for a Québécois or Québec resident, $1,122.50 for a Canadian citizen who is not a Québec resident but studies in Québec, $1,473.98 for a Canadian non-resident studying outside Québec, and $1,473.98 for an international student studying outside Québec. An international student studying in Québec pays $2,418.95 at the 1er cycle and for a non-thesis master's, $2,284.31 for a thesis master's, and $2,065.73 at the doctoral level. TÉLUQ's fee tables carry no academic-year label
Neither the Coût des études page nor the Détails des frais à payer page states an academic year such as 2026–2027 or 2027–2028. Both carry only the notice « Ces renseignements sont fournis à titre indicatif. Les frais sont sujets à changement. » There is therefore no published TÉLUQ figure that can honestly be called a 2027–2028 rate, and no dated schedule to compare year over year.
Budget with the currently displayed amounts, screenshot them on the day you apply, and re-check both pages before treating any figure as a quote for a future trimester.

Didactic-material fees are variable and non-refundable, and shipping is charged by destination: $10 in Québec, $11 in Ontario, $16 in Alberta and Saskatchewan, $24 in Manitoba, $32 in Nunavut and Yukon, $35 to the continental United States, $45 to Western Europe, $60 to Eastern Europe and Asia/Australia, $75 to South and Central America and the Caribbean, and $95 to Africa and the Middle East. Optional charges are an $11 per-trimester Fonds TÉLUQ donation and $125 per four months for the AÉTÉLUQ group insurance plan. Late payment 60 days after registration, insufficient funds, or a stopped payment each cost $34.25.
The Caribbean shipping band at $75 per shipment is a real cost for a Caribbean-based student and is not part of the advertised per-course total.

Proving Québec residency to avoid the surcharge
Québec's ministère de l'Enseignement supérieur requires Canadian citizens, registered Indians, and permanent residents studying at Québec universities to prove Québec residency, failing which a montant forfaitaire is added on top of normal tuition. The requirement targets Canadian citizens born outside Québec and permanent residents; international students are not concerned. Proof is filed with the admission application using one of two sworn declarations — 12 months of Québec residence without full-time study, or 3 months of Québec residence without having lived more than 3 months elsewhere in Canada. Applicants born in Québec supply a civil-status birth certificate.

Exemptions that lower the bill — and where they apply
TÉLUQ publishes the Canadian exemption only inside its « Citoyens canadiens non-résidents du Québec — Études au Québec » block: the Canadian population may study in French in Québec while paying the same tuition as Québec residents, subject to Québec's eligibility conditions and eligible-program list. Separate exemptions exist for French and francophone Belgian nationals, for training prescribed by a Québec professional order, under Québec's international mobility agreements, and by immigration status — refugees and protected persons, spouses and dependent children of temporary workers, diplomatic and international-organisation staff, and CSQ holders authorised to apply for permanent residence. Every exemption requires the supporting documents to be filed with the admission application.
Read the placement of the Canadian exemption carefully: TÉLUQ prints it under studying in Québec, not under studying from another province. Confirm with the Registrariat before assuming it applies to you from outside Québec.

Government aid, and what full-time means at a distance
TÉLUQ participates in Québec's Aide financière aux études under institution code 978011. Full-time status in one trimester means 12 credits at the 1er cycle and 9 credits at the 2e cycle. Aid covers a four-month period keyed to the course start date: start between the 1st and 15th of a month and payments begin that month, start between the 16th and 31st and they begin the following month. Deferring a course end date brings no additional aid, and dropping a course means repaying the AFE in full or in part. Canadians resident outside Québec apply through their own province or territory.
Twelve credits in a trimester is four courses, or 24 to 36 hours of study a week at TÉLUQ's own 6-to-9-hour estimate. Most TÉLUQ students do not carry that load.

Listed entries include the AÉTÉLUQ precarious-situation bursary at $750 with October 15 and March 15 deadlines and the Fondation CRHA engagement bursary at $1,500. TÉLUQ can assess earlier university study, workplace learning, and demonstrated competencies through recognition of prior learning. Students may request a preliminary analysis before applying, but credit is awarded only when the evidence matches the chosen program or course. Every supporting document must be written in French, and courses taken more than ten years ago must be backed by professional experience.

Recognition of prior learning: two processes, two price tags
The analyse préliminaire des acquis (APA) is filed before applying, costs $85 per request per program — refunded if admission is confirmed within 12 months — and takes about one month after a complete file. The reconnaissance des acquis (RAC) is filed after an admission confirmation, costs $68.25 plus $35 per credit recognised for extracurricular learning and study outside Québec, and takes up to four months. Both assess university courses, certain technical collegial courses, and professional experience against course or program objectives. Every document must be written in French, courses taken more than 10 years ago must be backed by professional experience, some programs require a minimum C-, and TÉLUQ states that not all training or experience earns credit.
The APA before you apply is the cheap, reversible step. Do that first — it tells you how much of your existing study or work actually converts before you commit to a program.

Studying across universities through the BCI
Québec universities let you take courses at another institution through the entente interuniversitaire administered by the Bureau de coopération interuniversitaire, but the course counts toward your program only with your home university's authorisation. When TÉLUQ is the host it processes the BCI-transmitted registration, provides the academic encadrement, and returns the final result to your home university. Fee routing is published precisely: a TÉLUQ student taking a course at another Québec university pays TÉLUQ general fees, normal tuition, the AÉTÉLUQ levy, and student-community fees; a TÉLUQ student at a university outside Québec pays TÉLUQ only a $30 administrative charge; a Québec-university student taking a TÉLUQ course pays their own university and owes TÉLUQ only the didactic-material fees; a student from outside Québec pays TÉLUQ all applicable fees with the registration.

What the Université du Québec network is worth in practice
TÉLUQ is one of the 10 components of the Université du Québec. The concrete published benefit is a fee waiver: an applicant to a graduate program — programme court de 2e cycle, diplôme, maîtrise, or doctorat — who completed a diploma or degree program at a UQ-network institution less than three trimesters earlier can write in after the admission decision to have the $85 admission fee refunded, provided the request arrives before the end of the trimester of admission.
Network membership does not create automatic course-by-course credit transfer between UQ institutions; that still runs through the entente interuniversitaire or through RAC.

Building a degree out of components already earned elsewhere
The baccalauréat par composantes totals 90 credits in one of three formulas — a majeure plus a certificate, a majeure plus complementary courses, two certificates plus complementary courses, or three certificates — with at least one 30-credit certificate taken at TÉLUQ and a maximum duration of 12 or 15 years from the first course, wherever it was taken. The maîtrise par cumul totals 45 credits: a 30-credit TÉLUQ DESS plus a recognised 15-credit short program, including a 6-credit synthesis activity, over a maximum of 10 years. Processing takes 2 to 4 months, and TÉLUQ states that an official pathway does not guarantee admission — you must apply separately to each component program.

TÉLUQ publishes no graduate employment rate, no salary data, and no co-op program. Its career-adjacent published services are the free orientation service inside MaTÉLUQ and the program pages' links to external labour-market references such as the Ordre des administrateurs agréés du Québec and Québec government job-sector pages. Most TÉLUQ students are already working — the published average age is 37 — so the university frames study as advancement inside an existing career rather than as placement into a first job.
